Manager Gareth Southgate says England are struggling in midfield at Euro 2024 and have not found a replacement for Kalvin Phillips.
The clash ended in a 1-1 draw at Deutsche Bank Park in Frankfurt.
Ex-Leeds United midfielder Phillips was mentioned by Southgate as a key absentee in their second Euro 2024 group stage match against Scotland.
Southgate said: "We're still trying to find the right balance in midfield. We've got some good players there, but we're not quite there yet. We need to find someone who can control the game and dictate the tempo."
England were fortunate to escape with a point against Scotland, who were the better side for long periods of the game.
